Musa Ibrahim Alkali,  Director of Administration and Human Resource at the Independent Corrupt Practices and Other Related Offences Commission (ICPC), has been conferred with the esteemed title of Member of the National Institute (mni) upon his graduation from the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Plateau state.

Alkali completed the rigorous Senior Executive Course, a ten-month residential programme designed for the nation’s highest-ranking officials.

During the course, he presented a significant policy appraisal which urged a fundamental review of how constituency projects are funded and monitored.

His study, entitled “Independent Corrupt Practices and Other Related Offences Commission’s Federal Constituency Projects Tracking Initiative and the Anti-Corruption Crusade in Nigeria: An Appraisal of Kano State,” concluded that a 25 per cent increase in funding, paired with stricter oversight, is crucial for improving infrastructure and combating graft.

Alkali argued that constituency projects, when properly managed, are among the most direct means of addressing the country’s development shortfall. “These are government-funded initiatives, not personal donations,” Alkali emphasised, highlighting the need for better public awareness to ensure communities can hold their representatives to account.

To strengthen this accountability, his report recommended reinforcing the ICPC’s legal authority, potentially through a review of its founding act or a new executive order to empower the Commission to act decisively against legislators who mismanage such funds.

The Director selected Kano State for the case study due to its large population, extensive local government network, and substantial number of federal constituencies, making it a critical benchmark for national assessment.

Reflecting on his time at NIPSS, Alkali described the experience as transformative, equipping him with advanced skills in strategic policy and implementation. He expressed gratitude to the ICPC for the nomination and pledged to apply his enhanced expertise to further the commission’s work.

The mni title is widely recognised as one of the highest marks of professional and strategic leadership training within the Nigerian public service.
